Updated 1/09 (old links stopped working) ----------- Dr. Robert Rooks, admitted to routinely using unlicensed assistants for a variety of tasks reserved for licensed individuals. The unlicensed assistant at his practice had no experience in the field of veterinary medicine (reported to be a heavy equipment operator), and assisted Dr. Rooks in surgery immediately after he was hired at All-Care. This unlicensed assistant performed the following on the animals of unknowing clients: anesthesia| prepping animals for surgery | positioning animals on the surgery table | making incisions | closing wounds | handling instruments | monitoring patients Dr. Rooks misrepresented the qualifications of hospital veterinarians using the terms "neurologist" and "internist" to describe certain veterinarians not certified by any specialty organization. Rooks was found guilty of violating anesthesia administration laws, aiding or abetting in the unlicensed practice of veterinary medicine and fraud relating to the misrepresentation of employees as specialists. ----------------- California Code of Regulations provides that RVTs shall not perform functions that constitute the practice of veterinary medicine or that require the knowledge, skill and training of a licensed veterinarian. This includes surgery, diagnosis and prognosis of animal diseases, and the prescription of drugs. However, under the direct supervision of a licensed veterinarian, an RVT may: induce anesthesia by inhalation or intravenous injection, suture an existing skin incision, extract teeth, or apply splints or casts. They may also perform a wide variety of tasks under the indirect supervision of veterinarians. An unlicensed assistant may not perform any of the tasks reserved for veterinarians or Registered Vet Tech. -------- |
